FOSTER CARE TRAINING & SUPPORT
At STARRY, we place a high priority on providing quality support for foster parents. We are dedicated professionals equipped to serve you and the children placed in your home. We provide important pre-service training to prepare you to meet the needs of the children in your care. We offer continuing education classes pertinent to foster care to assist you in meeting ongoing training requirements.
After the placement of a child, a STARRY staff member will visit your home monthly to provide emotional, spiritual, and practical support. A staff member is available to assist you 24 hours a day, 7 days a week. In addition, we can coordinate respite services to provide you with rest as needed.
Through our contract with DFPS, we provide financial reimbursement to foster families at a daily rate of $27.07 per child for children at the basic care level. STARRY also provides additional compensation to foster parents by providing reimbursement for diapers and a monthly clothing stipend. We also reimburse families for home inspection and two household members FBI prints (upon licensure).
FOSTER PARENT REQUIREMENTS
All foster families must meet the following requirements:
- Be interested in providing temporary care for children.
- Have an interest in working with the types of children we serve.
- Be a responsible, mature, healthy adult at least 25 years of age.
- Be active members of a Christian church.
- Couples must be legally married for at least two years.
- Must have a high school diploma or GED.
- Be in good physical and mental health.
- Have sufficient income.
- Have dependable transportation, driver's license and auto liability insurance.
- Have a bedroom of at least 80 square feet dedicated to a child.
- Be willing to abide by a policy of no physical discipline.
- Single foster parents are welcome.
- Annual training is 30 hours for all foster family units.
FOSTER PARENT LICENSING PROCESS
All of our foster family homes at STARRY are licensed to serve children at the basic level and some families also accept children at the moderate level. Children placed through the program are those who can accept the level of intimacy required in a family home environment and are capable of responding to limit-setting or other interventions. The licensing process includes:
1. Attending orientation
2. Completing a Foster Care Application with references

3. Providing all required documents
- Copy of marriage license and divorce decrees, if applicable.
- Copy of driver's license and auto liability insurance.
- Copy of high school diploma or GED.
- TB test for total household.
- Health inspection.
- Fire inspection.
- Floor plan of the home.
- Criminal background check, including fingerprint check.
- Copy of pet vaccinations.
- Photos of outside areas of the home.
- Proof of income.
4. Completing all required training
- 35 hours of Pre-Service Training.
- Infant/Child and Adult CPR certification.
- First Aid certification.
- Medical Consent Training (1 hour).
5. Having each parent and family member in the home go through a home study interview and home visit
- Motivation for providing foster care.
- Foster parents' feelings about themselves, their parents, and childhood.
- Quality of marital and family relationships.
- Attitude of the extended family regarding foster care.
- Sensitivity to, and feelings about abused children.
- Values, feelings, and practices of child care and discipline.
6. Meeting ongoing requirements after licensing (if licensed as Basic only)
- 30 hours of annual training for each foster family unit.
- Infant/Child and Adult CPR and first aid certification renewed as required to maintain certification.
- Fire and health inspection every 2 years.
- Criminal background check every 2 years.
